Neither had he heard his review request before the Public Service Commission's settlement, no doubt, it was within his authority to reject the application under the relevant rules, but the powers and rules were enforced by the Public Service Commission. The interpretation of the case, in reference to the case law, could not have been approved by the High Court action made by the Public Service Commission.
