(Promotion and Transfer) Rules, 1974 The Departmental Selection Board promoted the three juniors of the Appellant on the regular (Professor's) B (20) position, in violation of the law's mandatory provision, without any justification and Also, to show impatience, the deprived S & GAD ification reports that the Appellant has been completed a minimum length of 12 years for the purpose of development in B20 and that Appellant B 20 has been completed on a regular basis. Is entitled to progress on a permanent basis. It will be entitled to the same financial benefits for the relevant period as the appellant has missed the basis of Professor B20's operating charge during the said period.
