While the Sections 3, 5, 6 and 7 Service Tribunals Act (LXX of 1973), Section 4 censorship appeals were served with a copy of the inquiry report by the Authority along with the notice of imposition of a penalty on the appellant. It was alleged that the appellant was posted as a store manager regional store. During his tenure, he failed to oversee the store's affairs, which led to a pole shortage and it was said that the deficiency authority had suffered heavy losses and was involved in the appellant's inquiry. Was not and thus a punitive action was taken against the appellant through material irregularities. The Authority never sought or encountered any complainant and witness against the Appellant, in such circumstances suffered material irregularities and legal weakness. The appellant did not commit any misconduct nor did the authority impose any material harm to the sentence so the authority granted to the appellant was not appropriate, legal and appropriate, but was vague and overbearing before sentencing. No personal hearing was granted by the authority without giving the appellant a chance of a personal hearing, which was illegal
