Because of this, the secretary, the local government, mistakenly assumed the jurisdiction to sit on the decision passed by the competent authority when no other appeal was provided under the secretary, the local government acted. More than the jurisdiction, the order passed by it and all proceedings thereafter were declared without legal jurisdiction and jurisdiction and in the circumstances were set aside by the High Court.
