The 1968 charge sheet, in the circumstances, was based on rotation and the continuation of the illegal strike could not be justified without any precautionary and specific reason, as any show cause notice or charge by another worker. The sheet was not submitted. The Labor Court, which was not subject to any illegal interference, maintained the same condition
