Development was granted when the appellant completed twenty-five years of qualifying service, and he retired as a result. The applicant's service record from 1956 to 1961, checking his service record, was satisfactory and his 1961 report was not satisfactory but was never told by the appellant from 1964 to 1978 to 1964 to 1972. Had received reports till now. However, there were some negative comments but they were never reported. The record shows that the appellant was promoted despite some unsatisfactory information that he was never told.
