Article 199 The allegation of the restoration of the constitutional application was that private educational institutions, in the absence of any regulatory system, were neither honest of their charter mandate nor were they providing quality education, as an alternative. The competent forum, the Higher Education Commission, is a regulatory authority to oversee the work of private entities under Article I99 of the Constitution, available to the applicant; the High Court, due to the limitation of its authority, could not conduct such exercise. The constitutional application was dealt with accordingly.
