That the public servants have chosen the secretariat group and reaped the benefits of developing grades 18 and 19, even if they refrain from challenging the secretariat group. Whether the constitutional petition filed before the High Court was subjected to torture because the issue of grouping was related to the period between 1973 and 1975 while the constitutional petition was filed in 1995. Whether the formation of a service group is within the scope of the Federal Government and such action is not justified; and whether grouping between the Secretariat Group and another group was reasonable.
