Accepted the bid, which was the primary objection to maintaining the constitutional application. The Constitutional Petition is not a civil contract and the court cannot enforce it through its constitutional jurisdiction. Was able to examine the dispute raised by the court in exercise of its power under Article 199 of the Constitution
