MUHAMMAD AKBAR versus D.I.-G. POLICE
The Constitution of Pakistan (1973), Article 199 Applicant appeared in the departmental examination and after qualifying, it was named in the relevant Promotion List Authority, the applicant's hearing was removed from the hearing and development list. The explanation for this was not sought on a singular basis three years were not completed before the applicant did not make a departmental examination by misinterpreting the length of service before his name was placed on the development list. But it was the authority that allowed him to take the exam with open eyes. The order to remove the applicant's name from the development list through his conduct of review of the matter, unless otherwise approved without the hearing of the applicant, cannot be retained under the exercise of constitutional jurisdiction.
