Senior Appellant 7 (6 & 768), an officer in the Secretariat Group, All Pakistan Unified Grade, Secretariat Group preferred to appoint his seniority in the Group Appellant as Deputy Secretary on qualifying the Lateral Entry Examination and was appointed Joint Secretary. (B20) After circulating a gradation list of officers of the Secretariat Group (APUG), promoted as the Establishment Division, which was corrected on 1 11 1987, the appellant's complaint was that in the above list. The 9 officers involved were inferior. Preliminary instructions / orders related to the seniority of the officers involved through the Literal Entry were upset with the introduction of a new policy because all the lateral entrants, including civil servants, had to be treated with initial appointment to the APUG and their interstate. Will be treated accordingly. The Lateral Entry Examination is calculated along with the list of merits and then from the date of joining, provided that someone who was low i n the order of merit and higher eligibility than any individual or person before. I joined seniors from the same date, saying that the previous position in the instruction / policy could not be eliminated and the admission of candidates to the service was not the only standard in the service of the appellant for commitment to seniority.
