Although the evidence against the appellant was legally binding and he made no attempt to obtain the witnesses' presence, the inquiry officer's finding against the appellant resulted in an unlawful delay at the end of the disciplinary proceedings. ? The Justice and the Department were unable to provide any explanation for the abortion on the appellant's delay in holding that the `authority 'and` competent officer' in his case were not properly dismissed by the Department.
