Authorities held that two inquiries against the applicant were pending so he was not removed from the Exit Control List. And there was no good reason to ignore or disregard the constitutional provisions contained in section 15. In an order passed by the administration, which designated the applicant's name from the Exit Control List, without legal authority, the High Court directed the authorities to immediately issue the applicant's name as Exit. Remove from the control list and ban authorities from further retrieval. Allowed in the terms of constitutional applicants
