Deputy Director to Assistant Director Developing qualification for educational qualification and working as Assistant Director (BS17) in Defendants Pakistan Standards and Quality Control Authority (\ authority \), applicants held diplomas in various fields. Was awarded a Bachelor's Degree in Engineering Petitioners, Senior to the Respondent, in 2012 to the position of Deputy Director (BS18), respondent challenged the applicant's development, claiming that he was merely Hold a diploma. When the applicants were promoted, the aforesaid recruitment rules were enforced under Rule 5, Pakistan Standard Institution Recruitment Rules, 2012, under which the duties of Deputy Director will be filled. Assistant Directors can be promoted with at least 5 years of service. Nowhere was it provided in the Pakistan Standard Institution Recruitment Rules, 2012, that developers were required to be professional engineers or required a master's or bachelor's degree to make direct appointments, and did not give rise to the confession. The applicants were appointed by the appointment of Deputy Directors so they could not be granted a Bachelor's degree, as the directors' comments / comments from the Pakistan Engineering Council did not affect the matter.
