Request for Arbitration Appointment After Privatization Commission accepts its bid by the Hotel Auction Applicant, the first installment submission and commission statement letter in favor of them After the applicant returns the first installment of the hotel by extending the liquor permit to the hotel, directing applicants to point to arbitration of such dispute and instructing the applicants about the bid. The arbitration clause was not found in the instructions for inviting bids to purchase the hotel. The Letter of Intent did not accept the responsibility of the Government Commission to increase the liquor clearance in the hotel. The applicant had canceled the request not to submit the second installment. No written agreement was executed after the Commission accepted the applicant's bid. Cannot be stated as a contract containing the tender and arbitration clause, the applicant withdrew the first installment and terminated the contract itself. Letter be fulfilled by the applicant before final execution of the letter. The application letter was canceled for failing to meet the applicant's letter of failure to meet such conditions. Application for appointment of contract cancellation arbitrator was dismissed in the circumstances
