Article 199 Constitutional jurisdiction of the High Court The constitutional jurisdiction of the High Court was to establish a legal right, and such legal right must be so clear that no reasonable doubt or dispute can be accepted. Such legal right can be conferred on a personal, individual, legal and solely recognized person by law. And the person can only be hurt if he or she has been denied the legal right by someone who has the legal duty to perform that right, in the absence of such right, in the present case of the Constitution. No order can be issued under Article 199. The applicant neither referred to Section HO nor filed a petition with Justice of Peace seeking direction of Section H for registration of the case. And none of the authorities denied their constitutional or constitutional right that was filed by the applicants before they were allowed in the circumstances of the High Court.
