Failing to qualify, the petitioner moved the authorities to allow him to repeat the third and fourth semesters, thereby denying that he would re-enter, as per Rule 2 (a) of the Pakistan Engineering Council Regulations 1985 Admission can only be given if the candidate has 60 numbers. The validity of the Intermediate Examination was not the same in the present case, which was the beginning of the first semester when some new admissions were sought, which said that the Rules should apply to the applicant who was already a student of the Institution. And wanted to repeat the fourth semester. In this regard, under the ban of the Pakistan Engineering Council Regulations, 1985, it must be allowed to give permission.
