Section 13 Constitution of Pakistan (1973), Article 185 (3) practice of not mentioning the place, date and time in the suit filed by the pre-emptor, was revoked on the decision whether or not it was based on jurisdiction. The date, time and place when Televat Sabit was mentioned was neither mentioned in the plaintiff nor the name of the informant was disclosed. It did not mention the validity, location, date and time. The Pre-Emission Act, 1987, the date for the issuance of notice of the students in accordance with the terms of its Section 13, was fatal to the restoration of the pre-arrest case.
