It was that under the Rule 22 (Appointment) and Condition of Services Regulations, 2 008, certain rules and regulations of the Government of Punjab were applied to the employees operating under these rules and regulations, therefore, the constitutional petition was enforceable. It was made by the Regulation Authority under section 44 of the Punjab. The development of the Status Act 1976, which had not previously been sought by the government, could also be considered legal because the appellant's services were not operated under legal rules, therefore, they were subject to the terms and conditions of their services. Could not approach the High Court for enforcement of the rules, including the maintenance metric. Adoption of the rules, etc., or referral by application shall have no grip on the rules which constitute a legal interpretation of them in nature. In view of the existence of the master and servant relationship between the appellant and his organization the High Court, the constitutional application was rightly rejected.
