RR 15 10 (1) and (2) Contempt of Court Ordinance (IV of 2003), Article 3 of the Constitution of Pakistan, Article 204 Rules directing non-gazetted employees of forest department to make quota decision in judicial proof allowance in lieu of wood quota. According to the rules, the applicants were non-Rajput employees of the Forest Department, who had filed a contempt of court petition against the authorities on the request that they follow the directions of the High Court of Pakistan, in the West Pakistan Forestry Manual, 1964. Didn't, instead took a 20% allowance. Non-gazetted employees of the Forestry Department were allowed a quota of wood, claiming that nothing was conceived in the West Pakistan Forestry Manual, 1964, so authorities were called to contempt proceedings. Cannot be compelled to do something which was not allowed by the High Court. The plea requested by the applicants was not accepted and the authorities were merely issued instructions for the decision of the representatives which was complied with by the authorities if the applicants rejected their claim and filed the petition with the Finance Department. If they were angry at the verdict, they should have taken advantage of legitimate alternatives for them under the law; contempt proceedings could not be initiated for the benefit of either party, but to protect the contempt of court proceedings.
