He was deliberately absent from duty; that he did not comply with the orders after the transfer. That he did not hand over valuable articles to the school despite his transfer and that he used political pressure to cancel his transfer, the facts regarding the alleged misconduct of a civil servant were controversial and his willful absence. In order to resolve the related dispute, there was no regular inquiry. The civil servant was not given any opportunity to defend himself and had not been given a personal hearing before the authority granted the dismissal order against him.
