Section 4 appealed to the appellant to maintain the appeal that the appeal was not intact because no departmental appeal was filed by the appellant before requesting the jurisdiction of the service tribunal, which is a condition that the Sindh service Under section 4 of the Tribunals Act 1973. The law required that filing a departmental appeal against the original order was a prerequisite to the jurisdiction of the service tribunal but it was not necessary that the original defamation order must be in writing, for the purpose of the Service Tribunals Act.
