Constitutional petition of the Basant / Celebration of Spring Festival of Arts 199 and 203G was accepted by the constitutional petition and the authority was directed to make immediate efforts to release Pakistani citizens in Cuba, Afghanistan and India. The festival of Basant / Bishan-e-Biharan should be declared illegal, un-Islamic and unconstitutional because it wastes public money and prevented the authorities from continuing activities in connection with the Basant / Celebration. And the amount allocated for that purpose. Article 203G of the Constitution of Pakistan (1973), directed by the High Court to spend on defense and poverty alleviation, did not have the authority to determine whether Basant / Baharan was non-Islamic, on this occasion. Authorities were instructed to investigate the matter. The applicant on the release of Pakistani nationals in the interest of justice of the constitutional pleader was dismissed accordingly.
