Contract Act 1872 Section 5 Constitution of Pakistan (1973), Article 199 The applicant was a class contractor rejecting to submit a constitutional application and had a license to the Engineering Council, but rejected his construction work offer even though it was the lowest. Went and instead rejected the high offer of the opposing contractor. It was accepted that the Petitioner was not only willing to compromise at low rates, but also promised to collect ten percent of the original contract amount as the applicant took further action to prove the security better. Its work is not found to be specific. Its security can be confiscated, and other appropriate action can be taken against it. The applicant had an unusual record and the authority could not file any complaint against him. The High Court directed the authorities to accept the constitutional request. Accordingly, the applicant should be contracted.
