Despite this amendment, the civil servant dismissed the departmental remedy against his complaint and, after more than five years of his complaint from the public servants, took advantage of the departmental treatment and appealed the appeal of the appellate authority by the public servants. That he was unaware of the unlawful delay caused any amendments to the Act to take effect. The Validati Service Tribunal had rightly ignored the explanation because there was no excuse for not knowing the law. The Service Tribunal had rightly rejected the ban on appeal over time.
