Such power may only be exercised in the possession of multiple dwellings of multiple persons through distribution, where there are conditions for the jurisdiction to be sought or appear to be fulfilled. Otherwise, for the purpose of exercising the power of distribution, the residential premises should consist of more than one unit which should be in the possession of more than one person. Such conditions were not fulfilled either in fact or in law. The jurisdiction had no jurisdiction. Part of the applicant's property is away, however, no order was shown that any business person had legally approved the settlement law.
