5 21 The West Pakistan General Clauses Act (VII of 1956), Section 20, which has the power to order, has the power to grant immunity, where the order has legal effect and some rights have been obtained in pursuance of it. Such order may be revoked in favor of the individual or the loss of these rights cannot be reversed.
