Was sent to the Chief Secretary of the province where the appellant worked and that included the appellant in Nigeria. The body shows the authorities had refused to fix any show cause notice. Held, the Department was obliged to present a proper show cause notice with small statements in Nigeria address was legislated for the appellant at his address but no such notice was issued until the appellant returned. Was not made and was told that he was absconding and his services were terminated and the suspension order was not given a proper opportunity after disappointment. After being given to the appellant, their services could not be terminated.
