Accordingly, the salary of the appellant was rejected on the ground that his inclusion in the higher office was merely a gradation of the post and was not in the nature of development. Inclusion in pay scale (BS 19) was treated because the issues related to the Rule 8 were not advertised through outreach. Appointment of appellant as joint director in BS 19 would be considered as promotion, the eight year rule for his rule was clearly a promotion and thus his salary in BS 19 was R9. (1).
