Sindh Civil Servants (Appointment Promotion and Exchange) Rules 1974 R4 (1) Sindh Service Tribunals Act (XV of 1973), Section 4 Publicity Appeal Limitation Respondents were shown to be less than a civil servant in the seniority list, they were promoted. Approved promotion orders, the public servant was required to file a review request before him, but instead he presented to the secretary of the department concerned such representation thirty days after the respondent's advertising order. There was no legal representation inside even if such representation acted as a review request to the Chief Minister In the absence of the Chief Minister's decision on such a request, the Government employees were required to submit to the Tribunal within thirty days after the expiry of ninety days from the date of filing of the present appeal. He said that after the government employee filed representation on 1 12 1985, the appeal was filed before the service tribunal till 1 4 1 986 appeal was filed on 17 1 1987, thus badly punctual.
