No instructions were given. The instructions were intended to examine the issues of the type of applicants, respectively, to improve their service situation. Applicants' posts were already upgraded by the federal government to the salaries of Central Board of Revenue employees. The report of the Pay and Pensions Committee was further reviewed and some other interests were also being considered in the matter, the respondents could not be prosecuted under the circumstances, thereby dismissing the contempt of court petition.
