Documents revealed that a joint venture with a foreign company was awarded additional points at the time of eligibility, resulting in the tender winning the foreign company. The key to winning the tender for this project was the supply of qualified project and construction managers and various specialists and engineers, but the main task was done by the ineligible local support partners with insufficient capacity and qualifications.
