Article 199 Constitution Petition The appointment of the applicant against the advertisement post after selection on the merit in the test and interview by the Civil Service Selection Committee, a month after his joining by the District Accounts Officer for failure to join duty within the stipulated period. Non-payment of salary, non-receipt of appointment order, non-submission of educational certificate and non-signing of appointment order through appointment of authority. Such objections had nothing to do with the formation of the selection committee, which runs the recruitment process. Would have been eligible if the selection had not been the chairman of the committee. Appointment of Authority, then the Committee could send its recommendations to the Appointing Authority. After performing the duties of the Applicant, he was entitled to salary, which was not a state grace. The failure of the concerned authority to dispose of such objections is not the fault of the applicant. Such objections can be dealt with and a decision can be made through it. The self-appointed authority allowing the applicant to join the duty, presumably, would have been relaxed or extended at the time of his joining the competent authority. There was a postal appointment receipt procedure by the Accounts Officer, the Accounts Officer should accept the disputed appointment order to approve the salary bill reduction. In the documents, if any, that can be removed at the relevant office level, where the applicant was performing the duty, the High Court directed the District Accounts Officer to approve the applicant's salary within the stipulated period.
