The Registrar / Deputy Tribunal's Registrar was not authorized to pass a subpoena order in any appeal, while it should have been presented to a Tribunal Bench. In the present case, the Appellant had referred to the Service Tribunal, The appeal was ordered by the Registrar to be suspended by the Tribunal, which could not be in accordance with the terms of the Supreme Court decision.
