Articles 199, 4 and 25 Constitution Petition Civil Service Regulatory Applicant, a doctor, prayed that his services be regularized, while other doctors' services were regulated by the principle of equality. The applicant's case was the same and so was the case. In the case of the doctors who were already a regular petitioner, the government had served for some time on a contract basis. The applicant has been struggling to regularize his services since 2006, but he has not been able to do so. Under Articles 4 and 25 of the Constitution, the applicant should be treated with mental agony and harassment, with the applicant and other doctors whose services were regulated.
