Since a person was working in the department after his appointment, his salary could not be stopped, directing the finance department to stop the applicants' salaries without removing them from employment in accordance with the law, which was contrary to the law of the government employees. The constitutional request for release of salaries and payment of salaries was continued accordingly until they were removed from the department in accordance with the law.
