Article 199 Constitution Petition Civil Service Promotion Anonymity Complaint Due to anonymous complaint, the impact of the inquiry was delayed. Neither the show notice was given to the applicant nor was he involved in the inquiry. The authority was bound by his office order. It was specifically provided, that no action was required on the basis of anonymous complaints, that some government department inquiries could not be prevented more than the development of a civil servant, for the department to decide the matter.
