Section 9 (c) accused of defining evidence was a physically disabled person because his right leg was amputated considering the condition of the accused and the fact that he was a beggar and not a person who supplies. Was involved in destroying society through drug addicts; and as much as possible, he should use this drug as soon as he becomes a beggar, and thus he himself will suffer. Such people need sympathetic treatment. There is no social service in the public sector or private sector for the rehabilitation of such persons. Society was responsible for the fate of those who were living in miserable life and should not be treated with criminals. The real culprits were those who were benefiting from the supply and distribution of intoxicants and leading a luxurious life and were treated respectfully. In the society, the people reduced their punishment to less than three years to one year and the High Court also reduced the fine to Rs 1,000.
