The move was denied on the basis that the authorities did not receive two good annual intelligence reports. Appeals dismissed by the Appeal Service Tribunal confirm that the average annual confidential report is generally treated as good as a service tribunal. The decision given by the CBI was set aside and the Supreme Court directed the authorities to transfer the civil servant from B17 to B18 from the date when it was filed against him.
