Section 115 of the Limitation Act (IX of 1908), delays in the limitation of sections 3, 5 and 29, request for revision, were time-barred, and the applicant, who was a government department, was delayed in filing the application. Could not explain why the government was not eligible. There was no excuse for the delay in contempt of law, otherwise the delay could not be ruled out under section 5 of the said Act because of section 29 of the Limitation Act, 1908, as in section 115, CPC.
