The special judge approved a detailed transfer order because the office has been instructed to record and process the aforesaid matters. The applicant's accountability court's position was that the special judge passed the transfer order without issuing any notice to the applicants / accused before transferring the matter to the accountability court in pending cases. Order was not required. The Legislature can only be approved after giving notice to the accused because of the intent of the Legislature, clearly from the implicit clause on the commencement of clause 16A (a) of the Ordinance of Section 16A of the National Accountability Ordinance, 1999 Has clearly and certainly influenced the principles of common law
