To be punished by reviewing authority without cause, the Divisional Superintendent, Pakistan Railways should verify the order of any unlawful use of punishment in the case of unlawful discretion and give it to the civil servants by the authorized authority. The outgoing sentence will meet the conclusion of justice under which the application for leave of appeal was changed by the Appeal Tribunal and the decision passed by the service tribunal - on one side the appeal was allowed
