It was a decision to issue an order. This is equivalent to being illegal and having no effect because the OXR had passed long after hearing the legal liability under R1. The CPC had to decide the matter within thirty days of the hearing of the case; after hearing the order passed by the Board of Revenue, the matter had to be decided in due time, even otherwise natural. Violating the principles of justice was not sustainable and uniform. No effect was declared
