This should not be done after the listing phase. Otherwise, such a division can be used to exclude competition by qualified lower-class contractors, who are awarded the highest level of public contractor. The head of a high-grade contractor is high and therefore demands high prices and should be used to ensure such caution. As per the law established in the Punjab Procurement Rules 2009, the purpose of transparent use of public funds on public contracts was to advance the rules and standard operating procedures and to ensure the use of public funds, primarily transparent and fair. And the proper way in which the interest of public procurement rules was promoted in 2009 should be strictly followed by the authorities responsible for the use of public funds, otherwise their actions were invalid and ineffective.
