As appellant was a veteran in terms of recruitment policy, he was entitled to 10 more marks for his experience but such numbers were not in favor of the applicant, assuming merit of the relevant candidates, It appears that the recruitment committee acted illegally while preparing the merit list and suggested a name. At that time, the respondent's response to the appointment to a particular position by ignoring the applicant's experience and not giving him the marks for his experience if the numbers related to his experience were counted in the merit list. The appointment of Post Illegal and Offensive policy insults had no legal effect. The recruitment committee was directed to submit fresh requests through advertisement in the press and to make a new appointment on merit purely as per the merit policy.
