The evidence on record shows that the applicant was a non-working VA but an officer in the establishment who enjoyed supervisory status when his services were terminated, therefore, he claims. That he is an employee cannot be accepted. The terms and conditions under which the appeal was promoted as an officer were denied under the circumstances.
