Allotment report of plots in question in favor of the respondents on the basis of alleged occupation of Mirpur Municipal Committee Regulation for Development and Estates or State 1985 Rr 6, 7, 8, 9 and 1 6 on which such plots have been allocated. It was clearly stated that the plots discussed were redesigned and they were not in the possession of the respondents; the Chairman, the Municipal Committee adopted for the allotment of such plots in favor of the respondents. The proceedings were illegal and were not in accordance with the relevant rules. Allotment of such plots was regularly made by the Chairman. I had been through. The municipal committee was violating the relevant rules. The plots discussed are not due to the occupation of the defendants on a particular date. Allocation or regularization on the basis of breach or occupation had no legal effect against the law.
