Public Debt Act 1944 Sections 2 (2) and 11 (1) of the Constitution of Pakistan (1973), Act 199 Constitution Petition The security of the government in the form of bearer bonds was stolen, however, some such bonds were recovered from the accused person. Applicants claimed that issuing duplicate security in connection with stolen bonds is not enough to recover, the person entitled to public security will be eligible to issue duplicate security in case of such security theft, loss or destruction. The bond in question has been accepted, the applicant will be entitled to it. Duplicate security in terms of section 11 (1), Public Debt Act, 1944
