Industrial Relations Ordinance 1969 Section 22 EE, in its application, determined the collective bargaining unit applicant to constitute another Collective Bargaining Unit (CBU) in the Establishment where we already had four CB applicants. It was the employees who were performing their duties in the establishment. The Grade 1 to Grade 6 was excellent staff and their functions and duties were very different from the duties and duties of the other staff in the Establishment. Thus all the employees from Grade 1 to Grade 6 had to establish separate CBU. Whether the employees' grades 1 through 6 were generally provided by the Establishment and were referred to as liver staff, thus distinguishing between liver and non-liver staff.
