Rr 3 (i) (a) and 4 (a) Premature retirement After the completion of 25 years of service, the premature retirement order was approved by the Secretary of the Provincial Government Plaintiff (Employee) and the Government ( Defendant) acknowledged in a written statement that the Chief Secretary of the Government had the authority to pass such an order that the order of retirement was approved by the Provincial Government in relation to the Secretary who passed such order. Not considered eligible, it was granted without legal authority and, as such, had no legal effect upon attaining the age of 60 years. During the hearing, the trial court found already retired with the same benefits, no need to pass a decree in his favor
